MEMBERS PRESENT:

            Mayor Debbie Smith                            Mayor Pro Tem C.D. Blythe

            Commissioner Richard Donovan           Commissioner D.B. Grantham

            Daisy Ivey, Town Administrator           

CALLED TO ORDER:

            Mayor Smith called the recessed meeting of February 14^th to order and stated that the purpose of today’s meeting was to discuss the relocation of Town property.

DISCUSSION: 

            Mrs. Daisy Ivey stated that she had spoken with Town Attorney Elva Jess regarding the procedures for negotiating and purchasing of property.  Mrs. Ivey advised that the Town may acquire property in the same manner as a private individual.  Mrs. Ivey stated that staff may be directed to conduct preliminary negotiations if the Board so chooses.  Mrs. Ivey stated that public hearings are not necessary. 

            Commissioner Richard Donovan stated that he has concerns about the purchase of property and the construction cost of new facilities during a time that the Town is struggling with erosion and beach renourishment issues.  Commissioner Dean Walters stated that the Board must plan for the future and that the relocation of Town property is very important.  Mayor Smith stated that recent hurricanes in the Gulf have reinforced the need to have Town Hall and records in a more secure location. 

EXECUTIVE SESSION

            The Board adjourned to Executive Session upon a motion of Commissioner Walters with a second by Commissioner Donovan in order to discuss negotiating price and other material terms of property for relocation of Town properties as per G.S. 143-318.11(5).  The Board returned to regular session upon a motion of Commissioner Blythe with a second by Commissioner Wooten.  Mayor Smith stated that during the executive session the Mayor was authorized to discuss purchase of property with potential property owners and staff was authorized to obtain appraisals on Town Hall, Police Department and ABC Store property.

            Being no additional business to be heard, the meeting was adjourned upon a motion made by Commissioner Walters with a second by Commissioner Wooten.
